On March 30, 2021, the governor of West Virginia signed Senate Bill 469, permanently authorizing notaries public to remotely notarize both electronic and paper-based documents. The law came into effect on June 17, 2021, following the adoption of rules and regulations by the Secretary of State.
The key difference between traditional notarization and RON lies in the use of electronic signatures (e-signatures). Traditional notarization requires physical signatures in the presence of a notary, which can be time-consuming and inconvenient. With RON, signers can securely complete the notarization process online using digital signatures, ensuring their documents are certified without the need for an in-person meeting.
